FEATURE: attach link preview to a message

Allow to attach a link to a message instead of using text formatting.
Also, could be useful to attach a link to a message in the similar fashion as it is done for forwarding and reply in another chat.

There're no "link" type of attachment in Telegram. How is that supposed to work?

There are link preview options that can take an url.

You've linked the TDLib documentation, but I just got a confirmation it is available to generic users, not just bots via MTProto. Yet no official apps has this feature.

Yeah, that is exactly my point, I don't get how this feature is not available via any Telegram app.
