Configure license-maven-plugin to fail on missing/notUpToDate license header

We should consider to add the following configuration to the license-maven-plugin :
<failOnMissingHeader>true</failOnMissingHeader> <failOnNotUptodateHeader>true</failOnNotUptodateHeader>

and review/edit source files if needed.
