Pain

The CodeAuditor workflow for 'Rules V3 (TinaCMS)' is experiencing prolonged execution times due to issues with downloading the Docker image. The process stalls at the image download stage, affecting workflow completion.

Acceptance Criteria

1. The CodeAuditor workflow should complete without stalling at the Docker image download stage.
2. The Docker image for CodeAuditor should download successfully within a reasonable time frame.
3. Rerunning the workflow should not result in the same issue.

Reproduce Steps

1. Run the CodeAuditor workflow on 'Rules V3 (TinaCMS)'.
2. Observe the workflow progress and note the time taken.
3. Identify the stage where the process stalls, specifically during the Docker image download.
4. Cancel and rerun the workflow to confirm the issue persists.
