[BUG] AutoTool MinDurability only works on non-instantly breaking blocks #2007

Describe the bug
AutoTool MinDurability only works on non-instantly breaking blocks. When mining instantly breaking blocks, MinDurability will not trigger and tools will break with continued use.
To Reproduce
Mine any instantly breaking block (Efficiency 5 shovels on dirt, or Efficiency 5 pickaxes on stone plus Haste 2), especially when supplemented by FastBreak.
Other mods
Bug occurs with no other mods installed.
Expected behavior
MinDurability should prevent tools from breaking with continued use by forcibly preventing their use when below a certain durability.
