Where does QViewer look for business logic xml -- align code and documentation

Contrary to our documentation at https://viewer.riverscapes.net/technical-reference/business-logic the RS Viewer for QGIS ignorees xml files in %APPDATA%\RAVE\RaveBusinessLogic or %APPDATA%\RAVE\XML\ or <software_installation_folder>\RaveBusinessLogic

It will look in
(A) the Riverscapes project folder and
(B) in the plugin folder (files here are synchronized automatically) that users can find using the toolbar:

We need to

• decide if we need a third place on user's computer (other than A and B) where viewer will pull BL xml
• if yes, make the code work to do so
• either way update the documentation to reflect the correct paths
• also update the screenshots. For example the menu showing 'custom hierarchy' has changed.
• Why is the option greyed out?
