Allow the placement of an X then an O

Alternately allow an X then an O to be assigned to the board until there are no more positions on the board. Do not check for a win state

You're probably already thinking along these lines, but using an array of 0's and then checking after every turn to see if there is a zero in the array would work.

For Tic Tac Toe, the big-O of that isn't a big deal, but you could alternatively just count the turn # and then once it reaches 9 just stop. so the check would be for later "is win" or "is turn-num == 9".
