Do not redistribute smile wrapper if written permission is missing

There is a local maven repository for SMAIL wrapper (https://github.com/RISCOSS/riscoss-analyser/tree/master/riscoss-platform-jsmile/local-repository/smile/smile/1.0) If this is the wrapper of https://dslpitt.org/genie/ we should be sure that we have the writen permission to distribute it, as it is said in https://dslpitt.org/genie/index.php/license by the authors. I suppose this is the case because the library is not in maven repos. This is important enough to pay attention to this.
