make throw fatal error: openssl/dso.h: No such file or directory

I am trying to compile the engine but I found this issue, I have installed the libssl-dev package version: 3.0.2-0ubuntu1.9, that is a possible solution.

What I am missing there?

OS: ubuntu 22.04 (KDE neon 5.27)
