TAD: Integrate with power service

The ACPI time-alarm device needs to integrate with some sort of power service to determine the active power source to choose the timer to run and to actually trigger wakes. However, we don't currently have such a service implemented, which means those points on the RTC are currently stubbed out.

Once we've implemented that service, update the time-alarm device service to leverage it.
