power-policy: Move chargers over to deferred IPC channel

The charger Device currently uses an IPC channel implemented as two embassy channels. This implementation is susceptible to concurrency bugs, migrate to use the deferred IPC channel introduced in e3e454d. Also check that executing charger commands from the power policy has a timeout.
