What I followed :

$ curl -L https://cdn.altstore.io/file/altstore/apps/altstore/1_6_3.ipa > AltStore.ipa
After that make sure you dont have your phone connected and do these commands :
$ killall usbmuxd netmuxd usbmuxd
unlock ipad, connect ipad, trust computer
$ idevicepair pair

$ /usr/bin/altserver -u "UDID of your device which get printed when you do idevicepair pair" -a "apple id with which you want to sign the sideloaded apps" -p "the password of your apple id account" AltStore.ipa

What I get :

Installing app...
Received response status code: 502
parse anisette data ret
Alert: Could not install AltStore.ipa to unknown.
    Incorrect Content-Type: must be textual to extract_string, JSON to extract_json.
Press any key to continue...

Exception: Incorrect Content-Type: must be textual to extract_string, JSON to extract_json.

=> Is 1_6_3.ipa the right version to use ?
=> what is "status code: 502" ?

I got this URL from https://github.com/SideStore/anisette-servers/blob/main/servers.json
You can use any of these
Default Anisette server (https://armconverter.com/anisette/irGb3Quww8zrhgqnzmrx) is not working anymore

you can also use dadoum/anisette-v3-server docker container to have your own Anisette server
