pyQuARC API Call Enhancement #329
Description
We need pyQuARC to automatically retrieve the latest version of a record from the CMR API, rather than its native format. This allows CMR to convert the record to the most recent metadata specification version, helping us avoid "field missing" errors in the Metadata Specification Version element.
