Enhanced "Swell Life" can't be used

**Describe the bug**
The enhanced version of "Swell Life" does not activate when used, and no buff is applied.

**To Reproduce**
Steps to reproduce the behavior:
1. Login testgm/testgm
2. Acquire either `Swell Life Strengthener` or `Swell Life Proficiency`
3. Use either one

**Expected behavior**
Effect activation and buff application.
