Add configuration instructions for DS #13
Description
There should be a dedicated section for setting up the Driver Station since the person doing it may not necessarily be on the programming team or familiar with any of the tools.
It could simply have a note at the top to follow the IDE instructions first, then have instructions for configuration and a link to the section on deploying to the RoboRIO.
