[NEW-FEATURE] Implement automated message re-requalification

I believe it would be time to look at the automated message requalification (along the lines of Blue-framework.)

Here is the idea:

• Coordination primitives (sequencer, task) would determine when the messages generated automatically on lower level will transition from info to warning/error state.
• This would require to refactor any message that in its nature is not clear error to be qualified as info (e.g. lack of signal from cylinder's extremity sensor, or presence sensor, etc).

Curious to know your ideas.
