Improve release workflow via github actions

Currently the releases is not trusted. Release by actions directly make it trustable as it is transparent. Also right now the bulid or compiler.ps1 has some workaround not an actual production build script.

Can you highlight any? I might have missed.

Also release via action is something i prefer to use but issue is with windows signing. I don't have any HSM for signing and signing cannot be done via action
