Include setup instructions in README

1) systemwide dependencies in README
2) python dependencies in setup.py, noted in README + CL setup instructions
3) minimal setup instructions in README for getting running w/ dev server + caveat that if you want a runnable production server you need to read the docs for the webserver of your choice?
