Mark Shooter/Club as Anomaly #83

Description

@CodeHowlerMonkey

Known cheaters whose scores were removed from USPSA are still in the HFI database because, nowadays, we import data from PS only and have no way of knowing if someone was wiped from USPSA.

Examples: Tony Cowden, Matt Little, Cory K

We have {bad: true} flag on scores that completely hides them from all features of the App/UploadProcess, but it isn't applied automatically and was mostly used for bad data entry and fixing skewed statistics.

The Anomaly feature should prevent any future scores of an anomalous shooter or club from being used for statistics. However, we should probably still have at least an opt-in ability to see them, potentially through a checkbox "Show Anomalies" and/or "Show Bad" in Classifier Scores and Shooter Tables, maybe even in Graphs.

Consider creating scripts/admin/ directory for this and putting stuff like markShooterAsAnomalyAndRehydrate and markClubAsAnomalyAndRehydrate in them. Ideally, this would be done with a preview and confirmation before anything is committed to the DB.
