Professors can't create new semesters

If a professor who is not an admin is the first to log in to hourglass for a given semester, hourglass won't create the new semester. 

If an admin who does not have any courses for the current semester logs in, hourglass won't create the new semester. (This was deliberate, so as not to create unnecessary semesters. But it's awkward given the limitation above.)
