App Service or Function?

The documentation says that the deployment script supports the following argument:

-Function: Deploys the engine container only to an Azure Function

Assuming that one needs to access the frontend and the API quite often during office hours, cold starts could worse the UX but there are a few strategies to mitigate that, so I don't see that as a problem.

I had a look at the documentation but it's still not clear to me what is what.
I also had a look around using ${search_engine} and couldn't find any leads.

The question is: when should one choose one strategy over the other?
