Ruby-install support

It would be great (and would make more sense) if this cookbook built rubies with ruby-install (https://github.com/postmodern/ruby-install) rather than ruby-build.

Cool. If you haven't seen it already I created a ruby_install cookbook based off the ruby-build cookbook: https://github.com/rosstimson/chef-ruby_install
