Snapshot SPSA workloads -- add snapshots to the API

Unsure how to go about it. Not looking at this quite yet.
Static number of snapshots limits explosion case.
Some function of # of params would allow more robust snapshotting for small tunes.
Unclear where this fits into the SPSA backend rewrite.
